I installed the quickstar demo package, but I see that the template doesn't change at different resolutions
Do I have to activate the responsive? if yes, where do I activate?

This template is using fixed width, so it's not responsive. We're development a new framework for Joomla 3.x and it will use Bootstrap 3.0.
