The problem with scrolling

I can not understand a new problem
My site corset-styles.ru

Pressing a button on TOP to the bottom right corner of the site for a while does not respond to scrolling the mouse wheel down.

Tried to delete the following code of layout.css:
div.ot-topclick {

div.ot-topclick a # ot-goto-top {

Did not work. TOP button has disappeared, but the problem remained.

Edit /templates/ot_boutiquebox/index.php and make changes:
1. To remove scrolling when click at TOP button:
change to
2. To complete remove scrolling script, edit /templates/ot_boutiquebox/scripts/otscript.js and remove all codes in it(leave it as blank file).
